Do Doctors Cheat? Gaming and Pay for Performance in the United Kingdom
Bio: Sam is a second-year student studying health economics in Harvard's PhD Program in Health Policy. He is working with the THIN dataset from EPIC ( http://www.epic-uk.org/thin_data.htm) to examine physician responses to the Quality and Outcomes Framework, an ambitious pay-for-performance program implemented by the U.K . National Health Service in 2004. Specifically, he is using the discontinuous nature of some of the quality indicators to analyze ways in which physicians may respond to financial incentives in undesirable ways.
