Impacts of the Revision of National LTC Insurance System in April of 2006 the Aged and Caregivers
The main objects of the study are to examine impacts of the revision of national long-term care (LTC) insurance system in April of 2006 on various aspects, such as physical and mental health, demand for at-home and preventive care, and economic status, among the aged and caregivers. Either the introduction of a new public scheme or the revision of a current system provides the best opportunity of a natural experiment for empirical works. Taking this advantage of the revised national LTC insurance scheme as a unique natural experiment, first, we examine how the revision influences degree of disability-designated care level-among elderly persons. Second, we investigate whether or not a caregiver's physical and mental burden of LTC in the household is affected by the amendment. Third, we estimate price and income elasticity of demand for conventional at-home care and preventive care introduced by the new scheme, using contingent valuation method (CVM). Finally, we discuss a deep-seated key goal of the national LTC scheme to raise female labor market participation.
